From Eden… to Noah… to Goshen… to the early church… to the remnant communities of the last days — God forms safe places, covenant families, and strong communities long before the crisis arrives.

1. GOD ALWAYS BUILDS A PLACE BEFORE HE BRINGS A PEOPLE
Every refuge story begins the same way:
First a place is prepared —
then a people are gathered.
You see this rhythm in:
• Eden — a garden prepared before Adam
• Ark — a vessel built before the flood
• Goshen — a territory assigned before judgment
• Zion — a city prepared before the nations stream to it
• Upper Room — a place of gathering before empowerment
• The Wilderness — a path marked before the people walked it
This pattern repeats in every generation where God is moving His people from vulnerability → safety → purpose.

2. GOD ALWAYS GATHERS A COVENANT FAMILY, NOT JUST INDIVIDUALS

4. GOD ALWAYS POSITIONS HIS PEOPLE STRATEGICALLY
God never moves His people randomly.
He places them:
• by rivers
• in highlands
• near trade routes
• at safe elevations
• outside conflict zones
• inside fertile, low-density pockets
• among like-minded families
• in areas with spiritual inheritance
This is why FOZI maps regions, corridors, and refuge arcs — not to tell people where to go, but to help them discern the kinds of places God typically marks as safe.
5. COMMUNITIES OF HOPE, NOT BUNKERS
Biblical refuge is never fear-based.
